Bio

Sarah Allen has held the top job on both sides of the government contract. As Hawaii's Senate-confirmed Chief Procurement Officer, she led $1.6B in annual state procurement for seven years. As a defense contractor, she managed $100M+ in space and defense programs for the Air Force Research Laboratory, U.S. Space Force and INDOPACOM.

Today she is Founder and Principal Consultant of Sarah Allen Solutions. She helps contractors win federal work, deliver on it and pass audit.

Sarah speaks on high-performance teams, supply chain resilience and building government–industry partnerships that last. She founded SPOCon, Hawaii's statewide procurement conference, and ran it for five years. She has trained more than 1,500 government professionals and spoken on national stages for NCMA and NIGP.

Her career started as a U.S. Air Force contracting officer at Vandenberg. She went on to advise the National Geospatial-Intelligence Agency's Senior Procurement Executive, lead KBR's AFRL portfolio on Maui, and direct procurement for the 10-campus University of Hawaii system.

Sarah holds a Global Executive MBA, a Master's in Acquisition Management, a Bachelor of Commerce in Accounting and Auditing, and PMP certification. She has served as a FINRA Arbitrator since 2013. Born in South Africa, she worked across Africa, Europe and the Pacific before making Kailua, Oʻahu, her home.
